一、元至五月收入完成情況
元至5月，全區地方財政總收入完成83190萬元，占年初計劃186450萬元的44.6%，增長26%;總稅收完成70318萬元，占年初計劃157150萬元的44.8%，增長29.5%;一般公共預算收入完成52281萬元，占年初計劃119500萬元的43.8%，增長14%。分部門：國稅部門完成17361萬元，占年初計劃40000萬元的43.4%，增長235.1%;地稅部門完成23710萬元，占年初計劃54000萬元的43.9%，下降21.4%;財政部門完成11210萬元，占年初計劃25500萬元的44%，增長6.4%。
二、雙過半任務分解落實
二季度，全區一般公共預算收入預計完成65742萬元，占年初計劃119500萬元的55%，增長5%。分部門：國稅部門完成22000萬元，占年初計劃40000萬元的55%，增長134.8%;地稅部門完成27000萬元，占年初計劃54000萬元的50%，下降20.8%;財政部門完成16742萬元，占年初計劃25500萬元的65.7%，下降12.6%。
三、全年收入任務分解落實
一般公共預算收入完成119500萬元，占年初計劃119500萬元的100%，增長12.3%。分部門：國稅部門完成40000萬元，占年初計劃40000萬元的100%，增長42.7%;地稅部門完成54000萬元，占年初計劃54000萬元的100%，下降3.2%;財
政部門完成25500萬元，占年初計劃25500萬元的100%，增長13.2%。
四、全年增收因素預測
(一)營改增行業稅收增長。一是政策影響，改征增值稅鏈接對稅收管控要求嚴格，行業稅負不增但行業規?？傤~增大，導致稅收增長;二是地方項目投資聚集在春節結算開票，導致稅收增長。
(二)投資項目促進稅收增長。為促進經濟發展，我區加快了項目建設步伐，2017年將啟動葛洲壩遺址公園、老干部活動中心、泉水大道(西段)、新臺東路、5個城鄉農貿市場改造、集鎮道路、亮化工程及國土綜合治理項目等基礎設施及工程項目建設，以此增加我區建安營業稅及附加稅。
(三)匯算清繳成效顯著。今年，國稅部門及早布署企業所得稅匯算清繳工作。一是加大政策宣傳。利用國稅微信公眾平臺，QQ群持續宣傳小微企業、固定資產加速折舊擴圍政策，研發費用加計扣除、股權激勵和技術入股等新政，讓納稅人及早曉政策，及早備案減免稅事項。二是加大培訓力度。通過發放資料、集中授課、上門輔導等形式進行匯繳培訓，提高匯算申報質量。三是開展匯算清繳分析。國地稅部門聯合開展了匯算清繳深度分析，加強對重點行業重點項目稅收征管，確保應收盡收。
五、存在的主要問題
(一)消化歷史包袱沉重。東寶區稅收一直處于高位運行狀況，為了完成高基數、高增長的收入目標，除了挖潛堵漏、 2
應收盡收外，不得不采取一定的調控收入措施。其中國稅部門2016年調度收入4704萬元;地稅部門調度收入4137萬元，這將直接減少本年的稅收。
(二)稅收結構依賴性強。一是嚴重依賴投資。2016年，房地產業和建筑業共入庫稅收25568萬元，占總稅收的37.3%，稅收對投資型行業依賴嚴重，潛在風險大。二是依賴土地流轉稅收。2016年入庫耕地占用稅9140萬元，土地受讓環節征收契稅入庫2847萬元，這種即征即返的財稅政策，抬高了基數，并未對我區財力帶來積極影響。
(三)重點稅源增收乏力。一是華能荊門熱電有限責任公司今年受國家節能減排政策影響，國家電網對該廠發電量額度核定為17.96億千瓦時，比2016年減少5.72億千瓦時，下降24.16%。同時，煤炭價格持續上升，貸款資金成本偏高，總成本將大幅度增加，預計2017年該企業將虧損約1億元，全年將無企業所得稅實現，比上年減少企業所得稅收入2748萬元。二是葛洲壩荊門水泥有限公司受國家去產能政策影響，水泥產量下降，預計全年減少稅收650萬元?？梢?，重點企業稅收完成情況直接關系到整個東寶區的稅收完成情況，形成了嚴重依賴主要大型企業的稅收風險。
(四)政策性增長因素消退。一是營改增前，營業稅由地稅實行以票控稅，7個附稅同時繳納。自全面營改增后，7個附稅得不到有效牽制，導致稅收減少5400萬元，下降18%;二是國家和地方政府對化肥行業去產能的要求，取消中小化肥生產優惠電價、鐵路運價等優惠政策，增加了企業生產成本。 3
同時，推動化肥使用量2020年零增長方案，化肥生產企業的產銷量將會逐年下降，因此，2017年化肥行業增值稅預計下降30%，減收稅收2000多萬元。
六、下階段工作措施
(一)以目標責任為抓手，切實提高收入質量。全面落實組織收入目標管理責任制，制定組織收入時間任務進度表，層層分解任務，按月督辦考核，確保任務完成正常進度;嚴格執行組織收入紀律，加強對組織收入工作監督檢查;杜絕有稅不收和收過頭稅等現象，加大全區征管部門、鄉鎮(街辦)績效考核力度，確保圓滿完成年度收入目標任務。
(二)以收入分析為平臺，找準稅收征管的著力點 。組建財政、稅收、國土、住建等部門聯合收入分析團隊，以稅收收入分析例會為平臺，積極開展重點稅源分析、行業稅負分析、收入進度分析、收入增減因素分析和收入預測預警分析，找準征管薄弱環節，制定出有針對性的征管措施，堵塞漏洞。
(三)以稅收清查為動力，規范稅收征納秩序。制定稅收大清查工作實施方案，成立專項檢查小組，積極開展對內對外稅收清查活動。對內加強執法監督，促進稅收執法權規范運行;對外加強征收管理，降低征納雙方稅收風險。通過清理漏征漏管戶、清查個體戶定額核定情況、疑點數據核查、減免稅清算調查、未按規定開具發票行為專項整治，規范稅收秩序。
(四)以項目建設為契機，充分挖掘新增稅源。積極協調稅務、住建、國土等相關部門，加強報驗類項目建設管理，建立項目建設登記臺帳，及時掌握工程進度，加強資金結算控 4
管，充分挖掘新增稅收。今年，東寶轄區內預計投資4億元左右，啟動城區西外環項目和“兩路一河”等基礎項目建設，以投資新項目帶來機遇性稅收增長。
(五)以稅收控管為重點，全面推進稅收共治。一是充分利用國土、城建及其他部門對房產、土地、日常交易行為稅收的管理，有力堵塞稅收漏洞。二是搭建稅務、財政、工商、住建等稅收共治共享平臺，實現涉稅信息全域共享，開展稅務登記信息比對、數據分析和績效評價，實現動態監控和預測，力爭短期內將涉稅信息變成控制稅源、組織收入的依據，轉化為稅收成果，防止稅款流失。
七、相關工作建議
根據國家稅務總局2016年第17號關于發布《納稅人跨縣(市、區)提供建筑服務增值稅征收管理暫行辦法》的公告規定：“納稅人跨縣(市、區)提供建筑服務，應按照財稅„2016?36號文件規定的納稅義務發生時間和計稅方法，向建筑服務發生地主管國稅機關預繳稅款，向機構所在地主管國稅機關申報納稅。”去年，全市啟動了城區象山大道改造項目、亮化工程建設項目，愛飛客項目建設等工程建設，其中部分工程項目建設在漳河新區轄區內進行，按照國家稅務總局2016年第17號公告規定，上述項目工程企業注冊地在東寶，因此項目工程所產生的稅收應全部納入東寶金庫。建議：請市級相關部門及領導協調漳河新區征管部門，按照公告規定，在東寶注冊的建筑企業在東寶繳稅，確保我區稅收足額入庫。

這道題只有兩個提綱，所以建議在完成提綱要求內容之后再補充一段相關內容，可以在提綱2之后續補段3(如舉措類：如何合理地限制私家車的出行以減少廢氣排放等等)，也可在1，2之間插入一段(如原因分析，即為何私家車越來越多)。先來看提綱1，依然是事實陳述，看到提綱1，會很容易聯想到馬路上川流不息的過往車輛，以及高峰期令人沮喪的堵車，那么即可將這些內容付諸筆端。再看提綱2，是私家車給人們生活帶來的影響，該事實是一中性事實，則需辯證地分析其影響的兩面性，一方面它帶來好處，如讓人們的出行變得更自由更方便，另一方面它帶來壞處，如排放廢氣，污染環境，或造成交通堵塞等等。
總之，四級作文并非高不可攀，只要大家依據提綱多多聯想，抓住最初的感動，在常理的指導下，將所欲傳達的內容用確切的文字裝載出即可過關得勝。

營小學、東山小學各推薦1名選手參加中心校比賽，中心小學推薦9名選手參加中心校比賽。各校在4月22日前填好參賽表報中心校德育處。
3.演講時間：演講比賽時間控制在4分鐘以內。
4.評分標準：(1)內容：主題突出，層次清晰，內容完整、生動，有意義。(2)語言表達：普通話標準，聲音響亮，口齒清晰，表達流暢。(3)表現力：注重情感抒發，語速處理得當，富有表現力。(4)形象：儀表大方，自然得體，精神飽滿，要求脫稿演講。(5)創新性：鼓勵對演講形式、演講內容的創新。
5.評委成員：學校領導、教師代表。
6、稿件要求：各參賽選手于4月28日前將演講稿紙質文件上報中心校德育處。將演講稿電子文本發至中心校公共郵箱pingfangzxx@126.com。
